Requests the Department of Transportation establish a hotline for residents to anonymously report illegally retrofitted mopeds that violate Chapter 291-191 of the Hawaii Revised Statutes.

Requires anonymous violation reports be transmitted to the appropriate county police department where the informant resides.

Establishes a task force consisting of the Transportation Services Director (chair), representatives from each of the four counties' transportation and police departments, a moped industry member, the Attorney General, and a Department of Motor Vehicles representative.

Directs the Department of Transportation to assign one representative to investigate moped violations.

Requires certified copies of the resolution be sent to the Governor and the mayors of Honolulu, Hawaii, Maui, and Kauai counties.
