Urges the Hawaii Clean Energy Initiative End-Use Efficiency Working Group to convene development and building industry stakeholders, the State Building Code Council, and state/county agencies to identify barriers to net zero energy building implementation

Seeks to develop a consensus position among industry stakeholders to promote the design and construction of net zero energy buildings

Identifies that buildings consume at least 40 percent of energy used in the country, making net zero energy buildings a cost-effective strategy for Hawaii's clean energy future

Notes that development and building industry stakeholders lack understanding of net zero energy building benefits and that even progressive builders have not agreed to a standard for net zero energy building codes

Committee recommends adoption to encourage consensus on building standards and advance net zero energy building adoption in Hawaii
