Request the State Auditor to conduct a sunrise analysis of proposed state regulation for the music therapy profession prior to licensing, as required under Hawaii Revised Statutes section 26H-6.

Require the Auditor to consult with the American Music Therapy Association, Certification Board for Music Therapists, credentialed music therapists in Hawaii, and Sounding Joy Music Therapy, Inc. during the analysis.

Direct the Auditor to assess the probable effects of proposed regulation, consistency with state regulatory policies, and whether alternative forms of regulation exist.

Require the Auditor to submit findings to the Legislature no later than 20 days before the 2011 Regular Session convenes.

Transmit copies of the resolution to the Governor, Director of Commerce and Consumer Affairs, Director of Health, Superintendent of Education, and music therapy professional organizations.
