Requests the State Procurement Officer to investigate alleged improprieties in the Department of Transportation's awarding of the Wiki Wiki Shuttle contract to Roberts Hawaii, with findings due at least twenty days before the 2011 Regular Session.

Directs the Auditor to audit the DOT's management of the Wiki Wiki Shuttle contract to determine if violations of Chapter 103D (State Procurement Code) occurred.

Requires the Auditor to determine whether "fast-tracking" the new contract resulted in violations to public safety or Homeland Security procedures that could expose the State to federal sanctions.

Details allegations that the original bids from November 29, 2007 were voided due to an RFP omission, and that Roberts Hawaii won the rebid on February 7, 2008 after lowering its bid by $250,000 while competitors raised theirs.

Auditor must submit findings and recommendations to the Legislature at least twenty days prior to the 2010 Regular Session.
