• Request the Director of Commerce and Consumer Affairs to convene a task force to examine the establishment of parimutuel wagering for horse racing in Hawaii, including proposed legislation and draft regulatory scheme.

• Task force shall consist of seven members with expertise in fields including horse racing operations, agriculture, finance, law enforcement, tourism, and the parimutuel industry.

• Director shall appoint task force members based on candidate lists submitted by the Department of Business, Economic Development, and Tourism, Governor, Senate President, and House Speaker.

• Director must submit findings, recommendations, proposed legislation, and draft regulatory scheme to the Legislature no later than twenty days prior to the 2011 Regular Session.

• Task force members serve on a voluntary basis and are responsible for costs associated with their participation.
