Request the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation to create a master plan for redeveloping Kukui Gardens and Mayor Wright Homes in Palama, Honolulu.

Kukui Gardens contains 857 affordable units housing approximately 2,500 residents; Mayor Wright Homes contains 363 units with ongoing maintenance problems.

Master plan should incorporate the state-owned strip of land on Liliha Street between the two complexes to include mixed-use commercial, residential market-rate housing, and low- to moderate-income housing.

Properties are zoned A-2 medium-density apartment district (150-foot building height limit) with a planned rail transit stop nearby on Dillingham Boulevard.

Hawaii Public Housing Authority must submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.
