Urges the Department of Land and Natural Resources to adopt administrative rules rezoning Maunalua Bay with clearly demarcated zones for different user types.

Identifies safety concerns in Maunalua Bay due to increased unregulated watercraft recreation, sustenance gathering, and commercial ocean activities, including conflicts between divers, personal watercraft users, swimmers, and surfers.

References a fatal October incident in which a 17-year-old diver was killed by a speedboat in Maunalua Bay as evidence of the need for zoning.

States that clearly identified separate zones for different water users would reduce accidents, verbal and physical conflicts, and improve safety and enjoyment for all bay users.

Requires certified copies of the resolution be transmitted to the Governor of Hawaii and the Chairperson of the Department of Land and Natural Resources.
