Request that the Department of Land and Natural Resources (DLNR) adopt rules prohibiting the deliberate obstruction and destruction of natural springs in Hawaii.

Require DLNR to conduct an inventory of and assess all natural springs throughout the state while developing the proposed rules.

Cite the State Water Code requirement to protect traditional and customary Hawaiian rights, fish and wildlife protection, ecological balance, and preservation of state waters.

Reference the destruction of historically significant water features on Oahu, including ancient fishponds, estuaries, and a spring connected to Hawea Heiau in Hawaii Kai.

Direct transmission of certified copies to the Board of Land and Natural Resources, Hawaii Kai Neighborhood Board, Sierra Club Hawaii Chapter, and The Nature Conservancy in Hawaii.
