Urges the Department of Land and Natural Resources to consider public health and safety factors when issuing right-of-entry permits for commercial wedding ceremonies and photographic activities on public lands.

Requires DLNR to assess whether permit sites have adequate legal facilities (bathrooms, parking) before approving commercial activities.

Requires DLNR to evaluate whether proposed activities will negatively affect the health and safety of neighboring communities, including impacts from traffic, parking, equipment use, and noise.

Establishes a mandatory six-month waiting period before a person whose permit was denied or revoked may reapply for a new permit.

Requests DLNR submit a report by twenty days prior to the 2011 Regular Session detailing the number of permits issued in the past two years, complaints filed, geographic locations of complaints, and actions taken to address those complaints.
