Notes that only 97 of 284 Hawaii public schools met adequate yearly progress requirements in 2008-2009, with 91 schools requiring restructuring.

Highlights that teacher furloughs reduced instructional days by 17 days in 2009-2010 and 2010-2011, resulting in Hawaii having the shortest school year in the country with as little as five hours of instruction per day.

References mainland schools that have extended school days to approximately eight hours per day including recess and lunch breaks.

Requires the Department of Education to submit its report, including any proposed legislation, no later than twenty days before the 2011 Regular Session convenes.
