Requests the City and County of Honolulu to exempt the Ala Wai and Keehi boat harbors and their fast lands from county zoning and building ordinances to expedite development and generate revenue for the State.

Cites the State's budget deficit exceeding $1.1 billion and the need for revenue sources from state-owned lands that could be leased and developed.

Notes that state harbors were previously exempt from county zoning and building ordinances until 1991, when Chapter 200 of the Hawaii Revised Statutes transferred management of small boat harbors to the Department of Land and Natural Resources.

Sets a deadline of January 1, 2011, for the City and County of Honolulu to grant the exemption, or the Department of Land and Natural Resources must submit proposed legislation to reinstate the exemption of small boat harbors from county ordinances.

Directs that certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources and the Mayor and council members of the City and County of Honolulu.
