Urges Hawaii's congressional delegation to support H.R. 208 (National Guardsmen and Reservists Parity for Patriots Act) and S. 644 (National Guard and Reserve Retired Pay Equity Act of 2009).

Addresses the impact of increased National Guard and Reserve activations since September 11, 2001, which have removed service members from civilian careers, resulting in lost promotions and reduced civilian retirement pay.

Seeks to make retroactive to September 11, 2001, the 2008 National Defense Authorization Act provision that reduced reserve retirement age by three months for every ninety days of active duty.

Notes that approximately 700,000 National Guard and Active Reserve members have been activated since 9/11, with nearly 200,000 deployed multiple times, often mobilized one year out of every three.

Directs transmission of certified copies of the resolution to Hawaii's congressional delegation members.
