Requests the Department of Health to establish a task force chaired by the Director of Health to study how public-private sector cooperation can advance Clean Water Act compliance purposes.

Task force membership includes representatives from the EPA, state Department of Transportation, two county agencies (environmental regulation and transportation management from different counties), one House member, one Senate member, and four private sector volunteers regulated under the Hawaii Task Force for Modernization of Clean Water Act Compliance.

Directs the task force to examine best standards, rules, and procedures for managing nonpoint source pollution and develop uniform auditing and enforcement protocols, third-party audit systems, and data collection mechanisms that supplement government resources with private resources.

Requires the task force to submit findings, recommendations, and any proposed legislation or rules to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Directs transmission of certified copies to the EPA Administrator, state health and transportation directors, county mayors, legislative leaders, and the Governor.
