Encourages local news organizations to diligently enforce comment posting guidelines on their online publications.

Calls for strict enforcement of guidelines prohibiting threatening comments designed to incite violence, explicit profanity, crude names and identities, and potentially libelous statements.

Affirms that public forums on online publications should remain accessible to users who agree to established comment posting guidelines and should promote free exchange of ideas.

Directs the Governor to transmit certified copies of the resolution to the Presidents and Publishers of The Honolulu Advertiser and Honolulu Star-Bulletin, general managers of KHNL, KGMB, and KFVE, and presidents and general managers of KITV and KHON.
