Convenes a working group comprised of Senate and House committee members to examine farm to school models and programs operating in Hawaii and nationally.

Requires the working group to examine local models including 'AINA IS (operating in ten Oahu elementary schools), Moanalua Elementary School, MA'O Organic Farms, and The Kohala Center, as well as national programs such as the Summer Food Service Program and School Breakfast Program.

Directs the working group to propose a pilot farm to school program for each island addressing local food production, infrastructure development, financing, health and nutrition education, and community outreach.

Requires the working group to submit findings, recommendations, and proposed pilot programs to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Authorizes the President of the Senate and Speaker of the House to appoint working group members.
