Encourages the United States and State of Hawaii to conduct cultural, educational, and sports exchanges with North Korea, including collaboration with local institutions and organizations.

Directs Hawaii and the U.S. to work with the University of Hawaii, Spark M. Matsunaga Institute for Peace and Conflict Resolution, East-West Center, State Foundation on Culture and the Arts, and other stakeholders to implement exchanges.

Cites North Korea's 2002 economic liberalization efforts, foreign investment openness, and the 2000 New York Philharmonic performance as evidence exchanges could promote understanding and reduce isolationism.

References historical Korean immigration to Hawaii beginning in 1902-1903 and Korea's June 2000 and October 2007 peace declarations with South Korea as context for exchange benefits.

Requires certified copies be transmitted to the President, Secretary of State, Hawaii's congressional delegation, the Governor, and various state and academic institutions.
