Establishes a task force to study structural changes and procedures for the office of the legislative auditor to improve accountability and independence.

Task force composition includes equal representation from majority and minority caucuses of both House and Senate, plus representatives from the executive branch, office of the auditor, and legislative reference bureau.

Task force chair must be elected from legislative caucus members only, excluding representatives from executive branch, auditor's office, or legislative reference bureau.

Task force must submit written findings, recommendations, and potential legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Certified copies of the resolution to be transmitted to the Governor, Speaker of the House, Senate President, Office of the Auditor, and Legislative Reference Bureau.
