Notes Hawaii-grown cacao commands a price premium two to four times higher than fine flavor cacao traded globally, with applications in chocolate, pharmaceuticals, and cosmetics.

Documents the cacao industry in Hawaii is in infancy with fewer than 30 growers and approximately 50 acres, but references successful cacao festivals and prior legislative resolutions supporting development.

Directs certified copies of the resolution be transmitted to the Governor and the Director of the Department of Agriculture.
