Urges the Hawaii Department of Agriculture to withhold inspection or release of airline cargo from carriers that do not regularly pay the inspection, quarantine, and eradication service fee established under Hawaii Revised Statutes section 150A-5.3.

Urges the Department of Agriculture to cite and fine airlines that release cargo without required inspection to the extent permitted under Hawaii Revised Statutes section 150A-14.

Identifies invasive species as a significant threat to Hawaii's agricultural industry, natural environment, economy, public health, and endangered species.

Notes that maritime transportation companies have been collecting and forwarding the required inspection fee, but many airline carriers have not complied with payment requirements.

Requires transmission of certified copies to the Governor, Director of Transportation, Board of Agriculture, Hawaii's congressional delegation, the Airline Committee of Hawaii, and the Federal Aviation Administration Honolulu District Office.
