Requests establishment of a Hawaii "APEC 2011 Strategic Planning Commission" by the Governor to prepare Honolulu for hosting the Asia Pacific Economic Cooperation (APEC) conference in November 2011.

Commission would bring together leaders from political, academic, and business communities to coordinate preparation of Hawaii's capital city and residents for the international event.

Emphasizes that APEC includes 21 member economies representing over 40% of world population and 50% of world trade, and would bring 21 heads of state, 63 industry and foreign affairs ministers, and over 16,000 foreign diplomats and media members to Honolulu.

Identifies existing infrastructure assets such as the East-West Center, convention center, and international hotels, while noting needs for airport modernization, broadband expansion, road repairs, security upgrades, and a marketing plan promoting the Aloha Spirit.

Directs certified copies of the resolution be transmitted to the Governor, Mayor of Honolulu, and the Director of the Department of Business, Economic Development, and Tourism.
