Request the State Auditor to conduct a follow-up audit of the Division of Boating and Ocean Recreation's management of state boating facilities, specifically addressing Auditor Report No. 01-09 (2001) and Report No. 06-04 (2006)

Focus the audit particularly on Ala Wai Harbor in Honolulu, which has deteriorated to dysfunctional conditions and threatens public safety while causing the state to lose fee revenues

Require the Auditor to report findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session convenes

Address recurring management problems documented in prior audits (1993, 1998, 2001, 2006) despite legislative appropriations of $2-9 million per appropriation act for harbor repairs and improvements

Transmit certified copies of the resolution to the Chairperson of the Board of Land and Natural Resources and the Auditor
