Commends the City and County of Honolulu for efforts to reduce the backlog of street repairs and repaving in Honolulu.

Requests the City and County of Honolulu to conduct a feasibility study for repair and repaving of side streets along Kalihi Street, focusing on safety concerns for children walking to and from Kalihi Uka Elementary School.

Directs the feasibility study to examine widening Kalihi Street from Kalihi Uka Elementary School to Kalihi Valley Park, resolving safety issues at the "S curve" on the 3100 block, and constructing sidewalks along this section.

Requires the feasibility study to address removing telephone poles and placing electrical and telecommunications wires underground, and improving bus service accessibility in Kalihi Valley.

Requires the City and County of Honolulu to submit findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session, with study focus on 30 specified side streets in the Kalihi area.
