Request for the Governor and Legislature to convene a Crisis Turnaround Task Force to examine state government spending and recommend budget cuts, reallocations, or increased spending to address Hawaii's economic crisis.

Task Force to consist of 12 members: four appointed by the Governor, four by the Senate President, and four by the House Speaker, with emphasis on diversity representing various interests, social groups, and industries.

Task Force members to be appointed by August 1, 2010, and required to meet at least four times during the interim with all meetings recorded on film.

Task Force to have access to all documents relating to state finances and submit an interim report to the Legislature no later than twenty days before the 2011 Regular Session convenes with their progress and recommendations.
