Recognizes Adult Residential Care Homes (ARCH) and Adult Foster Homes (AFH) for providing essential services to elderly and disabled individuals while reducing state expenditures for vulnerable populations.

Notes that by 2020, one in four persons in Hawaii will be over age 60, demonstrating the growing need for ARCH and AFH services.

Acknowledges that ARCH and AFH operators provide comprehensive healthcare covering all aspects of residents' needs.
