Urges the State Historic Preservation Division to explore ground penetrating x-ray and geographical information system (GIS) technology to determine feasibility for identifying artifacts and remains without excavation.

Requires the Division to report to the Legislature on costs associated with acquiring, maintaining, and using ground penetrating x-ray devices and GIS systems.

Requires the Division to assess feasibility of using such technologies based on cost-benefit analysis for identifying, locating, and preserving historic artifacts and human remains.

Directs the Division to submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Requires certified copies of the resolution be sent to the Chairperson of the Board of Land and Natural Resources and the State Historic Preservation Officer.
