Urges the U.S. Department of the Interior and U.S. Congress to provide additional federal aid to Hawaii for state services provided to migrants from Compact of Free Association (COFA) nations.

Calls for migrants from COFA nations to be deemed eligible to receive federally funded financial and medical assistance.

Requests establishment of dialysis and chemotherapy centers in Micronesia and all areas within COFA nations.

Notes that the Personal Responsibility and Work Opportunities Reconciliation Act of 1996 prevents COFA migrants from receiving federal financial and medical assistance, requiring Hawaii to cover these costs with state funds.

Recommends referral to the Committee on Tourism, Culture, & International Affairs for further consideration.
