Request the Department of Agriculture and Department of Land and Natural Resources to work with the Taro Security and Purity Task Force to identify and designate potential taro-growing lands by January 1, 2012.

Develop a consistent and affordable lease rent rate schedule for taro farmland, with a cap of no more than $100 per acre regardless of adjacent land values.

Review and develop consistent, accessible qualifying criteria for taro farmers to obtain farm leases by January 1, 2012.

Provide taro farmers and organizations with access to information on taro land inventories, lease opportunities, qualifying criteria, and costs by January 1, 2012.

Require the Department of Agriculture and Department of Land and Natural Resources to submit a report to the Legislature no later than 20 days prior to the 2012 regular session on taro land reclassification, lease rent adjustments, and lease qualification modifications.
