Recognizes Francine Honda as the 2009 Hawaii High School Principal of the Year for her seven-year tenure at Kailua High School, where she improved student achievement and scholarships through curriculum development and personalized instruction.

Honors Tom Kurashige as the 2009 Hawaii Middle/Elementary School Principal of the Year for transforming Aiea Intermediate School from an underperforming institution into one that consistently meets Adequate Yearly Progress standards since 2000.

Designates Ewa Beach Elementary School, Momilani Elementary School, and Royal Elementary School as 2010 Hawaii Blue Ribbon Schools for closing achievement gaps and significantly improving student proficiency scores.

Notes Momilani Elementary achieved 98 percent reading proficiency and 94 percent math proficiency through teacher collaboration and community involvement.

Highlights Royal Elementary's dramatic improvement, raising reading proficiency from 42 to 76 percent and math proficiency from 25 to 70 percent between 2007 and 2009.
