Requests the Insurance Commissioner to conduct a study of the Hawaii Property Insurance Association's claims experience for the past ten years under Hawaii Revised Statutes Article 21, Chapter 431.

Directs the Insurance Commissioner to examine the Hawaii Property Insurance Association's methodology for setting insurance premiums, given recent premium increases in lava zones 1 and 2 despite minimal insurance claims.

Requires the Insurance Commissioner to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Directs transmission of a certified copy of the resolution to the Insurance Commissioner for action.
