Notes that smaller "Mid-Major" conferences and independent schools are disadvantaged under the BCS system and rarely receive automatic bids to the five lucrative bowl games.

Requests that the NCAA reserve at least 10 percent of seating in the first national playoff championship game for members of the armed forces.

Directs that 10 percent of the national championship game proceeds, after expenses, be distributed to scholarship foundations at participating schools for handicapped students with financial need.
