Requests investigation and cleanup of illegal dumping on North School Street (between Kamehameha IV Road and Notley Street) and Richard Lane in Kalihi, Oahu, which includes bicycle parts, automobile parts, household appliances, yard waste, and construction debris.

Directs the Department of Health's Clean Water Branch and Solid and Hazardous Waste Branch, Honolulu Police Department, and City Department of Environmental Services to coordinate investigation, cleanup, and enforcement of anti-dumping and pollution laws in the area.

Requires the Director of Health, Chief of Police, and Director of Environmental Services to jointly report findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session convening.

Identifies illegal dumping as creating public health hazards through stream pollution, rodent infestation, and contamination of downstream water sources, with ongoing dumping despite community cleanup efforts.

Addresses concerns about illegal structures along the affected streets and requests coordination between state and city agencies to develop measures preventing future illegal dumping at the site.
