Requests the Honolulu Liquor Commission to study the feasibility of establishing mandatory uniform statewide training standards for sellers and servers of alcoholic beverages in commercial establishments.

Directs the Commission to identify who should be trained, assess impacts on liability insurance, and determine costs to establishments as part of the feasibility study.

Requires the Commission to collaborate with Mothers Against Drunk Driving Hawaii and establish a working group with government and community agencies to provide input on the study.

Mandates the Commission submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2011 Regular Session.

Cites Hawaii's status as one of only 15 states without an alcoholic beverage server training law and varying county-level requirements that are not transferable between counties.
