Request the Legislative Reference Bureau to study interim amendments to Hawaii Administrative Rules regarding construction contracts under the Hawaii Public Procurement Code since January 1, 2003

Determine whether those interim amendments are contrary to the letter or spirit of chapter 103D, Hawaii Revised Statutes (the Hawaii Public Procurement Code)

Study the feasibility and advisability of requiring the Procurement Policy Board to provide timely notice to trade unions and trade associations of interim rule adoptions

Direct the Legislative Reference Bureau to submit findings to the Legislature no later than twenty days before the 2011 Regular Session convenes

Request the State Procurement Office provide full cooperation and support to the Legislative Reference Bureau in conducting the study
