Requests the Legislative Reference Bureau to study how other states' contractor licensing laws define and address "incidental and supplemental" work performed by contractors.

Seeks to clarify the extent to which specialty contracting work can be performed by contractors not licensed in that specific specialty under Hawaii's licensing statutes (Chapter 444, HRS).

Aims to resolve apparent contradictions between the Hawaii Supreme Court's Okada decision and the Contractors License Board's application of "incidental and supplemental" work provisions to general contractors.

Directs the study to consider consumer interests and protection while examining whether general contractors should be permitted to perform specialty work under "incidental and supplemental" provisions.

Requires the Legislative Reference Bureau to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convenes.
