Requests the Department of Land and Natural Resources to require environmental assessments for any project or potentially harmful action affecting the Hawaii Kai Drive Wetland and Spring and the Hawea Heiau area in Hawaii Kai, Oahu.

Identifies the Maunalua Bay area as containing multiple wetland habitats that support endangered native Hawaiian bird and plant species, including the Hawaiian Moorhen (ʻalae ʻula) with only an estimated 300 birds statewide.

Notes that the Hawaii Kai Drive Wetland supports a population of nine endangered Hawaiian Moorhen that face threats from habitat loss due to development and predation by dogs, rats, mongoose, cats, and cattle egrets.

References June 2009 development activities that resulted in bulldozing of the buffer zone to the wetland where the endangered birds feed and nest.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
