Requests the Hawaii Community Development Authority to research the need for workforce housing in the Kakaako area, which is bordered by Ala Moana Boulevard, King Street, Punchbowl Street, and Piikoi Street.

Directs HCDA to evaluate workforce housing availability, affordability, rental options, and examine general plan policies, development practices, and zoning codes that may create barriers to workforce housing creation.

Requires examination of structural modifications to existing buildings for workforce housing redevelopment, including associated costs, funding sources, and potential use of apprentices or volunteers for labor.

Requests identification of training mechanisms for personnel to assess and recommend structural modifications, and examination of existing agencies conducting home assessments in the state.

Requires HCDA to submit findings and recommendations to the Legislature no later than twenty days prior to the 2011 Regular Session, including previous legislative attempts, recommended legislation, and proposed changes to building and zoning codes.
