Urges the Department of Hawaiian Home Lands to adopt administrative rules prohibiting beneficiaries from applying for new leases if they have already received and sold a previous lease award.

Allows exceptions only when there are compelling or persuasive reasons for the original lease sale.

Addresses the significant waiting list of more than 24,000 native Hawaiian applicants awaiting lease awards while approximately 35,000 more native Hawaiians are eligible.

Notes that current rules allow lessees to sell leases to buyers who are at least 50 percent native Hawaiian, effectively allowing purchasers to skip ahead in the waiting list.

Directs that certified copies be transmitted to the Chairperson and members of the Hawaiian Homes Commission.
