Urges the United States Congress to amend Title 49 Code of Federal Regulations Section 383.3 to exempt both active and former military personnel from commercial driver's license application and testing requirements.

Notes that current federal regulations exempt active military personnel but do not extend the exemption to former military personnel after honorable discharge.

States that veterans with military-acquired skills should be able to obtain commercial driver's licenses for up to one year after honorable discharge if they meet current federal regulations.

Recognizes that supporting veteran transition from active to non-active military status benefits Hawaii's economy.

Directs that certified copies be transmitted to U.S. Senate and House leadership, Hawaii's congressional delegation, state officials, and veterans' services directors.
