Urges the President of the United States and Congress to expedite processing and payment of war benefits to Filipino World War II veterans under the American Recovery and Reinvestment Act (ARRA).

Recognizes that 250,000 Filipino soldiers fought alongside U.S. forces in World War II after being promised full veterans benefits, which Congress subsequently denied after the war ended.

Notes that ARRA authorized partial reparations in 2009 in the form of lump sum payments more than 60 years after the war, but many of the approximately 11,000 remaining Filipino veterans in their 80s and 90s have not yet received payment.

Expresses concern that the nation may lose the opportunity to provide reparations before the remaining eligible veterans pass away.
