Requests the Legislative Reference Bureau to study and compare the cost effectiveness of the Hawaii Public Employees Health Fund, the Employer-Union Health Benefits Trust Fund (EUTF), and a hybrid plan proposed in S.B. No. 2849 from the 2010 Regular Session.

Directs the Legislative Reference Bureau to provide a recommendation on which plan would be most cost effective for government workers currently covered by EUTF.

Requires the Legislative Reference Bureau to report findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2011 Regular Session.

Identifies rising health benefit costs under EUTF as creating financial hardships for beneficiaries and their families in an uncertain economic environment.

Directs certified copies of the resolution be transmitted to the EUTF Board Chairperson, Legislative Reference Bureau Director, and Office of Collective Bargaining.
