Amends Section 87A-5 of Hawaii Revised Statutes to change composition of the board of trustees for the employer-union health benefits trust fund.

Requires four of the five public employer seats on the board to be occupied ex officio by the directors of finance from the City and County of Honolulu and the Counties of Hawaii, Maui, and Kauai.

Allows the governor to appoint only one trustee to represent public employers, down from five, with the remaining four seats automatically filled by county finance directors.

Designates county finance directors as ex officio board members to provide fiscal expertise and ensure county interests are represented in benefit decisions affecting county finances and employees.

Takes effect upon approval.
