Establishes an Illegal Fireworks Task Force to develop a plan to stop illegal fireworks importation and ensure safety and security of facilities and institutions in Hawaii, with a report due to the 2011 Legislature.

Clarifies that chapter 132D, Hawaii Revised Statutes does not supersede or affect county fireworks ordinances.

Allows county ordinances regulating fireworks to be stricter than state laws, including the authority to ban fireworks entirely.

Designates the Chair of the Senate Committee on Public Safety and Military Affairs and the Chair of the House Committee on Public Safety as Co-Chairs of the Illegal Fireworks Task Force.

Effective upon approval by the Governor.
