Directs the Office of Community Services to establish a voluntary community service program for residents aged 15-18 years old.

Participants who complete a minimum of 500 hours of community service earn $3 per hour in scholarship funds.

Scholarship funds may be used to finance any educational program until the participant reaches age 30.

Program aims to encourage civic and community responsibility while increasing access to higher education for socio-economically disadvantaged youth.
