Establishes a temporary health insurance program for unemployed persons administered by the Department of Human Services, providing benefits similar to the QUEST-Net program.

Eligible participants must have lost health insurance due to furlough, layoff, reduced work hours, or termination on or after July 1, 2008, and must be ineligible for coverage from other sources.

Provides COBRA premium reimbursement of up to $125 per month for individual coverage or $315 per month for family coverage for a maximum of three months from the loss of coverage date.

Reimbursement administered by the Department of Labor and Industrial Relations requires written certification from both the applicant and employer that no other subsidies are available.

Takes effect July 1, 2009, with the program provisions repealing June 30, 2011; includes appropriations for program administration and reimbursement payments.
