Appropriates and authorizes funds for collective bargaining cost items and salary adjustments negotiated with Unit 3 bargaining representative for fiscal biennium 2009-2011.

Establishes separate appropriations for general state operations (BUF 101), the judicial branch (JUD 201), Hawaii Health Systems Corporation, and the Hawaii employer-union health benefits trust fund (BUF 143).

Provides funding for salary increases and cost adjustments for state officers and employees excluded from collective bargaining under chapter 89C, Hawaii Revised Statutes.

Specifies that salary increases funded from federal, special, or other funds shall be paid proportionately from those respective funds.

Takes effect on July 1, 2009, with unencumbered funds lapsing on June 30, 2010, and June 30, 2011.
