Appropriates and authorizes funds for collective bargaining cost items negotiated between the State and the exclusive bargaining representative of collective bargaining unit 4 for fiscal biennium 2009-2011.

Provides funding authorizations to program planning, analysis, and budgeting (BUF 101) and administrative director services (JUD 201) for Unit 4 salary adjustments and related costs across general, special, federal, and other funds.

Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining under chapter 89C, Hawaii Revised Statutes, who belong to the same compensation plans as Unit 4 employees.

Establishes separate appropriations for Unit 4 employees assigned to the Hawaii health systems corporation and for Hawaii employer-union health benefits trust fund costs for excluded employees in Unit 4 compensation plans.

All appropriations show zero funding amounts pending detailed budget negotiations, with funds to lapse on June 30, 2010, and June 30, 2011, if not expended or encumbered, effective July 1, 2009.
