Appropriates and authorizes funds to implement collective bargaining cost items negotiated between the State and the exclusive bargaining representative of collective bargaining unit 5 for fiscal biennium 2009-2011.

Provides funding for salary adjustments and other cost adjustments for state officers and employees excluded from collective bargaining, as authorized by chapter 89C, Hawaii Revised Statutes.

Appropriates funds for voluntary employee benefit association (VEBA) costs negotiated with the unit 5 bargaining representative.

Requires the director of finance to allot appropriated funds to respective state departments in their respective fiscal years for implementation purposes.

Takes effect on July 1, 2009, with any unexpended or unencumbered funds lapsing on June 30, 2010, and June 30, 2011.
