• Appropriates and authorizes funds for collective bargaining cost items negotiated between the State and the exclusive bargaining representative for collective bargaining unit 6 for fiscal years 2009-2011, with all funding amounts listed as -0-.

• Appropriates and authorizes funds for salary increases and cost adjustments for state officers and employees excluded from collective bargaining under chapter 89C, Hawaii Revised Statutes, for fiscal years 2009-2011, with all funding amounts listed as -0-.

• Appropriates and authorizes funds for Hawaii employer-union health benefits trust fund costs for excluded state officers and employees in the same compensation plans as unit 6 members for fiscal years 2009-2011, with all funding amounts listed as -0-.

• Requires that salary increases and cost adjustments for any officer or employee whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

• Provides for lapse of any unexpended or unencumbered funds by June 30, 2010, and June 30, 2011, and takes effect on July 1, 2009.
