Extends the sunset date for the voluntary employees' beneficiary association trust (VEBA) enabling law from July 1, 2010 to July 1, 2012 to allow for a smoother transition of public school teachers to the Hawaii employer-union health benefits trust fund.

Appropriates funds from the Hawaii employer-union health benefits trust fund for five permanent staff positions to assist the trust fund in managing its increased workload during the VEBA transition period.

Addresses staffing shortages and operational difficulties at the employer-union health benefits trust fund resulting from increased and complex workload demands.

Effective July 1, 2020.
