Appropriates and authorizes funds for collective bargaining cost items negotiated between the State and the exclusive bargaining representative for collective bargaining unit 8 for fiscal biennium 2009-2011.

Provides funding authorization for salary increases and other cost adjustments for state officers and employees excluded from collective bargaining under chapter 89C, Hawaii Revised Statutes.

Authorizes funds for Hawaii employer-union health benefits trust fund costs for excluded state employees who belong to the same compensation plans as unit 8 employees.

All appropriated funds not expended or encumbered by June 30, 2010, and June 30, 2011, shall lapse on those dates.

Effective date is July 1, 2009.
